I think it's probably not appropriate to commit the patch into the
Subversion project, for pretty much the same reasons you said. OTOH, I
think having this kind of thing openly available would be rather spiffy.
I'd like to see the patch, so I'd be in favour of posting it. However,
since it's a ViewCVS-specific thing, maybe the ViewCVS project could add the
script to a "contrib" area in their project or something like that?
