... but then you run into the merging problem. Subversion's merge tracking
is still a gleam in somebody's eye, and until it is finally implemented
there are a bunch of potential issues with merge cases.

Don't get me wrong, this is the exact development model we're using here.
When dealing with production environments where bugs and interactions can
make or break clients, keeping every change separate is the only sane way to
go. But it does (at least for now) have disadvantages.
