Yes, unfortunately, files get moved there from elsewhere on the same
partition, so the sgid bid doesn't help.

$ svn up
svn: Can't read directory 'tempdir': Partial results are valid but
processing is incomplete

The strange thing here is I've got this to work on a working copy,
checked out from a repository created with svnadmin v1.1 and the svn
v1.1 client.
