But that's exactly the firs thing I did, here is the quote from my first post:

"Checking the DLL dependencies, the function WNetRestoreConnectionA seems to be
missing from Microsoft MPR.DLL, but I use the last version available."

I am pretty sure that this is not loading the module because of a missing dll.
Try running
http://www.dependencywalker.com/ on mod_dav_svn.so and see what is doesn't find.
