checksum error

I am running SVN version 1.0.0. on a windows 2000 machine
We are also using tortoise SVN version 1.0.3 on our windows 2000 machines.

First we make a change to a file. Next we 'update' the file. But the problem occurs when trying to "commit" a file. When committing we get the following error:

Checksum mismatch for 'C:\my_svn\Trunk\src\.svn\text-base\name_of_.h.svn-base'; Expected: '93980D9519E6E7F19D7B2CFAB6EE786E', actual: '859BF4B8BE5F3EC2809C982F46C55263'

This error does not occur on every file but only on some source files. I have not seen this error before and it seems to be appearing more often. The only work around we have found is to checkout the entire repository from scratch. A simple "revert" does not fix the problem.
