Commit Error

When trying to commit changes from my windows client, I am getting the
following errors:

[Tue Jun 29 00:47:42 2004] [error] [client 192.168.0.199] (13)Permission
denied: Can't open activity db: Permission denied [500, #13]

As far as I can tell, all my persmissions on necessary folders are correct.
Is there something tricky here im missing?
