servers proxy configuration

I checked the subversion book, and have questions about configuring
proxys. What I really want to do is define a group to be everyone
outside my domain (because local svn access is failing for me if a proxy
is set). For instance:

> [groups]
> mitre=*.mitre.org
> everyoneelse=!*.mitre.org

But the syntax doesn't support this. I also tried setting a global
proxy, then resetting the mitre group to no proxy, but it just used the
proxy for everything. Anyone know if this is possible?
