managing foreign language web content with subversion?

Is anyone using subversion to help manage foreign language translation?
I was thinking of something like:

svn cp trunk spanish

Lets say the repository is at version 1023. Id like to be able to track
changes to trunk above that version and email a diff of change to trunk
(comparing trunk to trunk at 1023) to the spanish maintainer. The
spanish maintainer could have somecommand to bless a version of spanish
page to say its been updated to account for the english version.

Something like if trunk has foo.html.en the spanish file could be
foo.html.es with a based_on property of fooo.html.en:1023.

I know at the time of the cp subversion knows the spanish tree is based
on 1023 of english... but after they diverge with translation im not
sure how to keep that info.

Or more broadly how am I supposed to do this? Are there any tools to
help?
