By writing it? :-)

One one has done it yet, as far as I know. Produce these documents is
an effort (though then again, so is writing the same responses over
and over, which is what we've been doing up till now).

A great way to produce the document would be to search the archives
for threads with "distributed" subject, and look for common themes in
the responses. These links would help:
