No, this is not a full copy, it's a cheap copy quite similar to Unix's hard link, as it is said in the svn book. Look at the chapter about branches and tags in the svn book, almost the paragraph about "cheap copy" (http://svnbook.red-bean.com/svnbook/ch04s02.html#svn-ch-4-sect-2.1).
