It sounds like your svnserve.conf file is being completely ignored. It
should be located inside the 'conf/' subdirectory of your repository (at
/usr/share/svn_repos/test/conf/svnserve.conf, assuming your repository
is /usr/share/svn_repos/test/). There should be an 'example'
svnserve.conf already there, in fact. Did you create a new
svnserve.conf in the wrong location?
