It might be a nice client side feature to have some sort of exclude list
that could be applied during a status or commit.

This issue can be a problem with MS Visual Studio 6 workspace files
(both C++ and VB), where VS saves info about the files you have open,
and their screen positions. You really only want to commit one
<projectname>.dsw (VB) or <projectname>.opt (C++) file that contains
default settings but every time a developer closes Visual Studio these
files get updated and will show up as changed.

I would like the exclude list to allow wildcards like *.opt (of course I
would like to selectively apply the exclusions, so I could check in a
new <prjname>.opt file the first time I created a new prjname but that
every time some developer commits a change to the source for prjname
there wouldn't be a commit to *.opt because they left 20 files open when
they exited Visual Studio.

I usually just do a svn status to find out what I *would* be checking
in. Then I do a svn commit copying all the files I *want* to commit to
the command line. This can be a pain when there are lots of files.

TortoiseSVN does something like that as well - though all through a nice
GUI (no copy paste stuff). Perhaps some other graphical clients also
provide this feature.

I am not sure but can't you deny write access to the file?
I limit write access to directories either via
    AuthzSVNAccessFile
or hook script pre-commit in my hooks-directory.
