svn:ignore

How do I set the ignore property for an unversioned file in a working
directory? Also, how do I set it back?
 
I've tried this:
   C:\tools>svn propset svn:ignore I *.txt
   svn: 'CurrentDir.txt' is not under version control
 
Based on the documentation in Chapter 7.
