You were correct. First, somehow, perhaps only in this particular run, the
repos got corrupted, so I had to run svnadmin recover. After that, the ssl
logs would show the permission denied error. A simple 'chmod apache:apache
-R' on the repos solved the problem. The fact that some of the dumps--I had 5
dumps, was consolidating from 5 separate repos into one--would work only
sometimes (e.g., if they were the first dump loaded) completely threw me off.

I few kinda silly, I have been bitten by permission issues before, should have
checked for that first.
