I am not sure what you are really asking, but...

If you use the Apache mod_dav_svn.so module as the server then the current version of all files is
immediately readable from that server, if you want to see the history as well then you need ViewCVS
(http://viewcvs.sourceforge.net/) which will give you read access to all versions of a file. I
don't know of anything which gives you write access via a web browser.

Neither of these options allows you to check out a working copy, make changes, merge in other
peoples changes and commit back to the repository - you have to use a Subversion client for that.
