Can I simultaneously commit locals and externals?

I have a project with an "external" directory. If I change files in the
local project as well as files in the external directory, it seems that
I have to commit twice - once for the local stuff, and once for the
files in the external directory.

This eliminates one advantage of transactions, since either commit by
itself would produce a broken build.

Is there some way to commit everything, recursing into external
directories as well?
