Win32 File Not Found problem (Issue 1862)

Our company suffers semi-regularly from the 'File not found: transaction
XX, path 'zzzzzzz' during updates problem described in issue 1862. It
requires deletion of some portion of the local tree, followed by a
cleanup, before updates will work again. The repro steps in the issue
seem to be what causes it to happen for us.

One thing that I hadn't seen mentioned was the that the path appearing
in the error message doesn't always have anything to do with what was
added. It sometimes is something completely different, so it appears
that something is definitely getting out of whack and the only way to
correct it is to delete the affected portions of the local tree.

 From looking back at the mailing list archives, it appears that
progress on this might be stalled. Since it's about the only issue we
have with Subversion, it would be nice to get it fixed. Especially
since it makes some of our less tech-savvy users nervous (recently
moved from VSS).
