/usr/local/svn owner and group

I am running subversion (1.0.4) with Apache2. httpd runs as apache/apache.

Does this mean that my repository (/usr/local/svn) (ansd all files) should have the same user and group?

Sorry for asking such a basic question, but I could not find an answer easily in the docs and I figured it would be a real quick answer for someone who knows.
