Not really, but there is no reason why you cannot do it yourself:

        $ export SVNHOME=http://server/repos

Then you call

        svn op $SVNHOME

It isn't possible to always include the servername (else you could
create a wrapper or shell function) because sometimes you want to refer
to the WC and other times you want to refer to the server.
