Why did you 'mkdir' the conf subdirectory? It should automatically be
there, along with the sample svnserve.conf file.

If not, that that explains why authentication isn't working for you. It
would mean that you're using an incredibly old version of svn, one which
predates svnserve having any authentication features at all. What
version of svn/svnserve are you using?
