Simple Hook Script on Windows Platform

I am trying to run a simple windows executable (named post-commit.exe) on
the 'post-commit' hook.

When I commit from a client, the TortoiseSVN commit dialogue 'hangs', and
when I check the Subversion server hosting the repository, the .exe has not
/ is not running.

Any ideas?

Ultimately I want a batch file to run whenever a commit occurs to do an
automated update (to a working copy which forms our test website). I began
trying the hook to trigger a batch file, but wasn't getting any results with
that either.
