Well, that's not entirely true. People want this, but mainly in the
context of importing from upstream sources.
contrib/client-side/svn_load_dirs.pl does pretty much exactly what you
outlined, in that context. (I don't have personal experience with it,
though, and I've heard some reports of slowness which suggest scaling
problems to me.)
