Any easy way using svnserve to allow read access to some auth users and read/write to others?

 From what I can see in the settings file, it appears that svnserve can
set
authorized users as 'read-only' or 'read-write' on an all-or-none basis;
that is, you can't have some authorized users read-only, while others
are allowed to commit. Is there any way to achieve this mixture, or
do I need to look at using Apache?
