RE: svn_load_dirs.pl for Win32

Nice going Ian, I was just trying to diagnose the properties
problem when, like magic, your patch appeared in the mailbox.
I just tried a test import with no property configuration file and it
imported ok. I'll be thrashing the script pretty vigorously
for the next day or so with 2 gig imports. I'll post the outcome.
