I believe that Powerbuilder will use the SCC API to interface with
source control systems. I wasn't sure enough about it to list it on
http://www.sourcecross.org/faq/ as a supported IDE, though.

If that is the case, then the answer is "yes, just not out of the box".
For a quick fix, you could try Subway which goes now but isn't very good
and isn't being actively worked on. If you're a bit more patient, hook
up with SourceCross. The SCC provider is probably a month or two off
yet, but has several active developers and a strong community behind it.

That depends on what level Powerbuilder interfaces with the SCC
interface. Read up on Powerbuilder's support for Visual SourceSafe - it
will be exactly the same.
