Emacs and Subversion question

What's required to get Emacs to work with vc and files under Subversion?

I have Emacs 21.3 on an NT box. I have traced through messages refering to
vc-syn.el in the archives.

I tracked down that file on Savannah but it gives an error message on the
defalias of vc-svn-could-register (line 192). Commenting out this doesn't
make Emacs and vc- commands work (but does get rid of the error message
:-)).

I then downloaded the latest vc-hooks.el and vc.el and installed them in
Emacs/lisp (after deleting the .elc files :-)) - still no joy.

Can anyone point me to what I am missing on this?
