Reboot Server PC?

Silly question here but I don't understand server applications very well
just yet. The PC I have Subversion installed on, using the Apache HTTP
server, was rebooted and now I can't connect to my Subversion
repository.

I'm getting the following error:

PROPFIND request failed on '/repos/...../trunk'
PROPFIN of '/repos/...../trunk': could not connect to server
(http://192.x.x.x:xx)

Of course, I've replaced local values with ellipses and x's since I'm
super paranoid. However, I did check to see that the Apache server has
been started (it has).

Is there anything obvious I'm missing here?

P.S. Before the reboot, everything connected fine.
