Shirley,

Are you referring to the Microsoft interface defined by Visual SourceSafe?
Subversion itself does not implement the SCC API. The links page
(http://subversion.tigris.org/project_links.html) has links to Subway and
SourceCross. Both of these *aim* to provide the SCC API for subversion.
