"REPORT request returned invalid XML"

I've just created a test repository, imported a whole bunch of files into
the new repository, and then tried to check out to a working copy using
TortoiseSVN. About halfway through the checkout I get an error dialog
stating:

 

  REPORT request failed on '/svn/Scrapbook/!svn/vcc/default'

  The REPORT request returned invalid XML in the response: XML parse error
at line 214027: no element found (/svn/Scrapbook/!svn/vcc/default)

 

The result is a working copy that is partially up to date. Attempts to
'update' using TSVN result in the same error message.

 

Trying to run svn update in the working copy (using the command-line) tells
me that the working copy is locked and I must run 'svn cleanup'. After
running 'svn cleanup' subsequent 'svn update' runs work, checking out the
rest of the files.

 

Subsequent attempts to check out a clean working copy (into new, empty
working-copy directories) seem to work fine, indicating that this is
somewhat of a transient condition.

 

Anyone else seen this error before, or better yet, know what might be
causing it?
