german umlauts / WinXP / possible bug?

Hi all,
I ran into trouble with folder names containing german umlauts. Where am
I going wrong trying

D:\Temp\svn>svnadmin create umlaut
D:\Temp\svn>svn mkdir file:///d:/temp/svn/umlaut/folder_with_ü
D:\Temp\svn>svn mkdir file:///d:/temp/svn/umlaut/folder_with_%DC

Any ideas appreciated.
