I guess there is then no way to ignore certain files repository wide,
without explicitly instructing every client to change their 'config' files.

That would in fact still setup an ignore for "all" their repositories.

Is there a way to set "all" my client's run-time 'config' file?
Probably not.

The feature of setting ignores for a full repository (in CVSROOT)
was I guess missed out in SVN.
