Adding & Modifying subversion repository

Hello sir,

 can i add projects and modify them similar to
checkout and commit as in command line, through a web
browser ( opening the repository as web folder ). I
can create the folder in the repository but i can't
create files. Is it correct to do. I have heard that
subversion repository is not only viewed with the web
browser but could be modified too.
