Issue has resolved itself. I think it was user error: something I didn't
mention is that I've been using ssh to start the server; maybe somthing
there did it. I started it at the DOS cmd line (ignoring the annoying
window-remaining-open, which is why I've been using ssh) after an
unrelated reboot, and the svn protocol worked just Dandy. I may
experiement more with the ssh thing when I have time to see if I can
reproduce the problem. Could be informative.
