Upon further investigation, this definitely doesn't appear to be a hung
process problem.

I just tried the following:

cp -R TestRepos TestRepos2

svnlook info ./TestRepos2

and the svnlook command hangs.

If there is a lock file that I can manually delete, where would it be and is
it safe to delete by hand?
