Is this repository publicly accessible? What version of Subversion
are you running on the server? (That's always useful information to
provide when you're having a problem, by the way.)
If you've set the svn:mime-type property on all the files, but it's
only working for some, that sounds like a bug. We'll need more
details to track it down, though. Please see the file BUGS in the
subversion tree for details on how to write a bug report.
