In SuSE 9.0, you need the neon-devel rpm:

$ pin neon-config
...
./CD4/suse/i586/neon-devel-0.23.9-73.i586.rpm: -rwxr-xr-x root root
       1703 Sep 23 20:28 /usr/bin/neon-config
