hmm...

are you sure you have the permissions to create the db where you're
trying to create it try creating it in your home directory...

what is the output for the following commands?

svnadmin --version
which svnadmin
which svn
rpm -q db4
rpm -q neon
rpm -q subversion
rpm -q subversion-utils
rpm -q subversion-tools
