XML parse error after server upgrade

I have just installed subversion 1.0 and I can't get it to work properly.

I am running svn-1.0 and Apache 2.0.48 on a Win2000 computer.

I can import code to the repository, I can load a dumped repository, I can
browse the latest revision using any web browser.

But when I try to check out or update something from the repository I get
the following error message:

svn: REPORT request failed on '/arkiv/uecc/!svn/vcc/default'
svn: The REPORT request returned invalid XML in the response: XML parse
error at
  line 4: no element found (/arkiv/uecc/!svn/vcc/default)

I have tried both the command line client (svn) and tortoiseSvn, from
several computers with the same result. So I think this is a server
configuration problem, but I can't find out what I am doing wrong. I
would appreciate any hints about what may cause this.

I believe I have installed and configured everything as described in the
subversion book, and the same configuration worked with subversion 0.37
and apache 2.0.47. But it doesn't work now, so I must have done something
wrong.
