Adding log message to file being committed

Hi all

When we commit a change to the repository we would like svn to add the
log message to the top of the file being checked in. In VSS we had a
header in the file that grabbed revision number, user, log message, etc
and appended that info to the top of the file. Can you do this with SVN?
