Can't open activity db: APR does not understand this error code

Hello.
Using svn 1.0 cannot create a directory in database. I have just
upgraded from version 0.35 to 1.0 with dumping, creating a new
repository and loading my db contents again. There must be a problem
with permissions of my repos but I cannot figure that out.

Reading the contents of my repos with my webbrowser works fine.

What is meant by "activity db" ?
