Why are you running 'svnadmin recover' using the 0.36 svnadmin? Have
you tried with the 0.37 svnadmin? Have you tried recovering with plain
old db_recover?

    db_recover -ve -h /path/to/repos/db

(Make sure you're using the db_recover that comes with db4.1)
