Yea the TortoiseSVN help says to put them in the modules folder but it
should say bin folder. At least that's what I've done and it's working
fine.

Also check the logs/access.log and logs/error.log file for hints and you
can run apache from the command line (bin/apache.exe). It will spit out
errors relating to the conf file if there are any problems. This is how
I found a problem with my ssl.conf file.

I've just setup this configuration including setting up SSL so if you
have any more questions it's still fresh in my mind!
