Perl bindings for Windows

I'm trying to build svk under WinXP to see if it can satisfy my distributed asynchronous development needs. I have discovered what the phrase, "make sure you have the Perl bindings for svn", means, unfortunately I'm not sure how I can get them -- I don't have Visual Studio (and I don't particularly want it).
 
Is there some kind soul out there who can make an executable, installation or patch available that contains the Perl swig bindings, is the same way that the Python bindings are available -- or is that impossible.
 
Alternatively, can someone confirm the rumour that svn can be built under cygwin and if so, how much tweaking is involved.
