It means that some RCS file has the label as a branch, while at least
one other file has it as a tag. You already know the latter, since
it's printed by the message. Can you find an RCS file where 'qpasa'
is a branch label? (Look in the 'symbolic names' header. Branch
numbers have a ".0." in the second-to-last place, usually.)
