config file issues...

1) Users seem to get "default" config files with a README.txt, but the
   global repository does not. Could that be changed?
2) The manual does not document the REPOSITORY/conf directory. (Can
   config files be dropped in here? It doesn't really say.)
3) The manual doesn't explain how to set up repository specific
   configuration files -- though it does vaguely mention the
   /etc/subversion directory as a global configuration location. Does
   that imply that you can't make repository-specific configurations?
