cvs2svn error

Hi,
I was trying to convert a cvs repository using the latest (8673)
version of cvs2svn and got the following error:

    adding or changing 1.1 : 'trunk/hw80/core/make.cfg'
co: ../cvs/unity/hw80/core/make.cfg,v:171: edit script refers to line past
end of file
co aborted
Error: Command failed: "co -q -p1.1 '../cvs/unity/hw80/core/make.cfg,v'"

command line was
./cvs2svn.py --dumpfile=unitydump --dump-only ../cvs/unity

python 2.2.1
svn 0.37

Any ideas?
