Is there any chance of this making it into a future version as a configuration option in both subversion and the tortoiseSVN client?

This is a huge deal for VS.net users. It would be hell updating every project we have along with user education on the fact that they cannot use web projects anymore.

I understand if it's not a motivating factor, but we definitely will not be able to use this internally. :(

Since you've got VS.Net, you can go ahead, build a modified SVN client and
link TortoiseSVN against the modified libs. As long as you keep your local
system consistent, you won't run into trouble. I wouldn't mix clients
(rapidsvn etc) because that surely will cause confusion.
