... but is there a problem? Are there throngs of users out there with
multitudes of old repositories, confused about how to upgrade? I've
never seen it.

The fs schema changed several times over the 4-year march to 1.0, but
it's not going to change again for a quite a long time, till at least
2.0.

Schema migration was never much of a problem to begin with, anyway. The
status page clearly describes when a dump/load is necessary, and so does
the CHANGES file (a.k.a release notes), and so do the release
announcement emails.
