distributed repositories ??

We are considering changing from CVS to another VMS which should have
the following properties:

- files and dirs treated equally
- tunneling through ssh
- real file move/del/copy
- offline work on a laptop possible
- atomic commits
- distributed repositories

It seems from the doc's and faq that these req's are met by subversion,
except possibly one:

Is it possible to have distributed repositories, and how??

use-cases that come into my mind are:

one central main repository, several sub-repositories which are offline
from the main one from time to time (servers on a sailing ship, or
laptops without connection), and local development checks in to
sub-reps, until syncronization with main rep is possible again.

How - if yes - can this be done with subversion?

And another side-look to tla/arch:
what are the main differences between subversion and arch ??
