Issue 1719 / mailer.py enhancement

For those of you who have made extensive use of the BSD CVSROOT perl
scripts you will find using mailer.py's diff output for copied and
modified files a bit unusual.

This issue holds a patch which will allow more granularity for the
administrator over what kind of diff output to email or not.
